New district-level framework streamlines infrastructure bond financing for the proposed Unified District encompassing RMTA's 5-acre N. Phoenix lot, while RMTA's city-block Auxblox™ program advances as a separate, non-infrastructure-focused initiative.
PHOENIX, AZ — Real Modern Terrain Arts (RMTA) today announced its transition toward establishing an Infrastructure Finance District (IFD) model for its N. Phoenix project. The IFD is scoped to the proposed Unified District—an area encompassing the 5 acre lot—creating a district-level governance and financing structure for public infrastructure delivery for the property.
By organizing the Unified District under a single recognized Infrastructure Finance District (IFD) framework, RMTA unlocks direct access to long-term infrastructure bond financing—including non-recourse public debt mechanisms enabled by state infrastructure district legislation. This transition eliminates the piecemeal, project-by-project capital hurdles typical of urban infill, allowing RMTA to finance, permit, and construct critical subterranean and surface utilities at scale across the District.
What the IFD Means for Phoenix Urban Infill
Capital Efficiency & Pre-Sell Velocity: With infrastructure costs funded via district-level bond issuance, RMTA can execute lot-preparation. This infrastructure sign-off allows individual housing units to be pre-sold on regional listing networks (ARMLS) prior to vertical construction, drastically shortening the development cycle.
Auxblox™: Think Inside The Block
RMTA’s proprietary Auxblox™ lot-assembly co-ops and Auxblox Acquisition™ mechanism are a separate, non-infrastructure-focused program. Auxblox operates at the city-block level—consolidating rear-yard acreage and reorienting homes toward reclaimed alley networks. Auxblox is getting ready to announce its first entire city block of lot splits, with homes facing the alley.
Interim Revenue Activation: Within the District, a single legal framework supports multi-phase activation strategies. Properties can transition seamlessly from high-yield, short-term use—such as luxury park-model RV and glamping setups connected to recorded utility points—into permanent, high-density single-family residential neighborhoods.
The IFD formation process is currently underway in coordination with municipal partners and public finance counsel, with the first District developments slated for public announcement in the coming weeks.
